May 12th: The French Senate approves the Macron Bill, proposing to alter the law on Sunday work, company savings plans and collective redundancy. The Bill has been sent up to a Joint Committee (Commission Mixte Paritaire) to convene on June 3rd, tasked with drafting a bill acceptable to both Chambers.
In companies where workforce strength reached 20 employees in 2014, employers will be liable to pay dues into a housing-subsidy agency, the Fonds national d’aide au logement or FNAL, as of 1st January 2015 rather than 1st April; the rate is at a 0.5 %. (Cf. ACOSS Circular 2015-19 dated 13-4-2015).
Sub-contracting: the principal must require that the co-contractor produce a Statement, known as the Attestation de vigilance, certifying that the latter has complied with labour regulations; the principal must himself check the Statement’s veracity. The Statement is henceforth mandatory for all sub-contracting agreements involving sums of at least 5,000 € before taxes and expenses, rather than the previous 3,000 € including taxes (URSSAF Memorandum, published on the URSSAF Website on 20/4/2015); Arrêté (by-law) dated 16th April 2015 (Journal Officiel 23) concerning official approval of the agreement dated 26th January 2015 on the contrat de sécurisation.
