The Government has issued a Decision regulating new rules for EU/EEA based companies that provide job placement services for Romanian employees looking for employment abroad, similar to the ones imposed on Romanian agents that provide job placement services.
According to this new normative act, the EU/EEA based providers of job placement services have to register a permanent headquarter in Romania in order to assist Romanian employees looking for employment abroad. All the activities related to the job placement services are to be conducted at this permanent Romanian headquarters. The providers of job placement services have to notify the local Labour Inspectorate 5 working days prior to the date of commencing the activity. The notification will be accompanied by a series of documents. Not complying with the obligation to notify the local Labour Inspectorate can result in a fine of no less than 10.000 RON (approximately 2.150 Euro) and no more than 20.000 RON (approximately 4.300 Euro). Trans-boundary providers of job placement services can perform this specific activity in Romania for a period of no more than 30 days within a calendar year.
