On 17 July 2020 was published the Law confirming the so called “Relaunch Decree” ( Law Decree n. 34 released on 19 May. The law decree set out urgent measures concerning health, support for work and the economy as well as social policies connected to Covid19 emergency in Italy.
The Law has amended the mentioned decree as follows:
Employers who have made use of the Wage Fund for their workers will be entitled to extend the initial maximum duration limit of 14 weeks by a further 4 weeks. The 4-week extension, initially planned for the autumn, can instead be used immediately.
Extension of fixed term- contracts and apprenticeships
Provision has been made for the extension of the duration of term contracts and apprenticeships expiring, to the extent equivalent to the period of suspension suffered during the Covid emergency.
Increase in disability pensions
In order to comply with the recent ruling of the Constitutional Court, the invalidity pension has been raised from 285.66 Euros to 516 Euros for 100% invalids, and with incomes below 6713.98 Euros.
The initial contribution in fact violated Article 38 of the Constitution, both because it did not allow the disabled person sufficient treatment to meet the primary needs of life, and because it was in contradiction with the minimum required by law for all other pension benefits.
Smartworking in the P.A.
Officials of the Public Administration who carry out tasks compatible with working from home may remain in smartworking until 31 December 2020. The amendment currently involves 50% of civil servants. In addition, from 2021 and by the end of each year, each public administration will draw up the “Organisational plan for agile work” (POLA) to extend the number of public sector employees who will be able to work from home by up to 60%. An observatory on the functioning and organisation of smartworking in the public sector is established at the Presidency of the Council, with the task of monitoring and promoting the efficiency of the functioning of agile work.
