In order to ensure the sanitary and epidemiological well-being of the public in the Russian Federation in connection with the spread of the new coronavirus infection (COVID-19) and in accordance with article 80 of the Constitution of the Russian Federation, I hereby order that:
- Non-working days, with full pay retained, are established for workers for the period from 4 until 30 April 2020, inclusive.
- Considering the provisions of this Decree and based on the sanitary and epidemiological situation and the specific characteristics of the spread of the new coronavirus infection (COVID-19) in a constituent entity of the Russian Federation, senior government officials (heads of supreme executive authorities) of constituent entities of the Russian Federation must ensure that a range of restrictive and other measures are developed and undertaken, primarily:
- to define the areas within the borders of the relevant constituent entity of the Russian Federation where the range of restrictive and other measures will be implemented aimed at ensuring the sanitary and epidemiological well-being of the population (a “relevant area”), including if a high alert regime or an emergency situation regime is introduced;
- having regard to clauses 4 and 5 of this Decree, to suspend (restrict) the operations of certain organisations located within the relevant territory, regardless of their organisational forms or forms of ownership, and also the operations of individual entrepreneurs;
- to establish a special traffic regime in the relevant area for persons and motor vehicles, except for those motor vehicles that carry out road haulage between regions.
- Restrictive and other measures can be implemented at different times within the overall period established in clause 1 of this Decree.
- This Decree does not apply to the following organisations (employers and their employees):
- organisations that operate continuously;
- healthcare organisations and pharmacy organisations;
- organisations supplying food products and essential products to the general public;
- organisations engaged, during an emergency, in operations that cannot be postponed and/or, if a threat occurs of the spread of the disease which presents danger to people, in other cases which pose a threat to the life or normal living conditions of the general public;
- organisations that carry out repairs and loading and unloading work which cannot be postponed;
- organisations providing financial services to the extent that functions cannot be delayed (primarily services relating to settlements and payments);
- other organisations as determined by the decisions of the supreme executive authority of a constituent entity of the Russian Federation based on the sanitary and epidemiological situation and the specific characteristics of the spread of the new coronavirus infection (COVID-19) in the constituent entity of the Russian Federation.
- This Decree can be extended to systemically important organisations, and to research and educational organisations, further to the approval of the Government of the Russian Federation.
- Federal state authorities and management bodies of state extra-budgetary funds must determine the number of federal public officials and employees who will ensure the functioning of such authorities for the period from 4 until 30 April 2020, inclusive.
- State authorities of constituent entities of the Russian Federation and local government authorities must determine the number of public and municipal officials who will ensure the functioning of such authorities for the period from 4 until 30 April 2020, inclusive, based on the sanitary and epidemiological situation and the specific characteristics of the spread of the new coronavirus infection (COVID-19) in a relevant area of the Russian Federation.
- Organisations engaged in producing and broadcasting media outlets must determine the number of employees who will ensure the functioning of such organisations for the period from 4 until 30 April 2020, inclusive.
- This Decree shall enter into force as of the day when it is officially published.
