On March 28, 2016, PRC Ministry of Human Resources and Social Security released the Opinions on Implementation of Regulations on Work-related Injury Insurance (II), with provisions almost unchanged as in its Draft for Comments, which has already been mentioned in February. Furthermore, the Shenzhen Human Resources and Social Security Bureau recently issued the Administrative Measures for Construction Enterprises Participating in the Work-Related Injury Insurance (“the Measures”). According to the Measures, construction entities shall contribute to the work-related injury insurance for their workers, otherwise they could not receive a construction license from the construction authority. In addition, the Measures require construction enterprises to sign employment contracts with workers and enhance employment management on the construction sites. The new Measures would further protect employees’ legitimate rights and interests, especially those migrant workers whose rights were easily neglected in the past.
